Cohort Model Pays Off for Tier 2 Implementation

Waukegan CUSD 60 began participating in a federal demonstration project to implement Tier 2/Tier 3 systems in 2007. Since then, district leaders held regular meetings to progress monitor district- and building-level Tier 2/Tier 3 practices, and put systems in place to provide coaching and training for clinical staff. The district began supporting three schools in 2007 and as of December 2011, had 18 schools implementing CICO and using data for decision making. Of those schools, eight participated in an assessment of Tier 2 implementation fidelity using the Individual Student Systems Evaluation Tool (ISSET). Among these eight schools, ISSET scores for Tier 2 implementation increased from the first assessment in 2007-08 to the most recent in 2010-11, and there are signs of sustainability with six of the eight schools maintaining fidelity for the last two years.
